Bug Fixes Fixed an issue where you couldn't change relations in the editor to At war in the Manage Diplomacy menu. Small improvements for generating data. Changed the "controls provinces" trigger to check that the province is owned by the chosen civ, and (instead of "or") it must be the true owner of that province(not occupied).
