Three Strikes Program and Flower Therapy Fix (READ INSTRUCTIONS)

Fixes a bug where the Three Strikes Program (Second Chances DLC) and Flower Therapy (Going Green DLC) have very low pass rates/high failure rates, because they do not save prisoners' progress between sessions. This fix makes these programs save prisoners'
