Hotfix for v1.96 [*] Fixed desync in multiplayer caused by the fix for Counter-Deployment. [*] Fixed assert spamming with the dev exe for planetupgradepathtype. [*] Dialed back the damage updater change we made a bit. Can hit older CPUs harder than we thought.
