I have recently figured out a way to reduce polygon count for NPC characters without affecting the skinned mesh. Knowing that there have been reports of FPS drop around places with a lot of NPCs, I spent a week adjusting the mesh most of the NPCs, as well as certain vehicles and weapons to reduce polygon count.
