Yes. A Scav raid works like a PMC one at the finish line: reach an extract alive and every item on your Scav — whatever it spawned with plus anything you looted — transfers into your stash. Die before you get out, and it's the opposite: you lose everything the Scav was carrying, but that's the only thing at stake. Your PMC's own loadout and stash sit in a separate pocket the raid never touches, which is exactly why Scav runs are treated as the low-risk way to farm loot or scout a map.
The catch is the cooldown, not the loot rule. You can't Scav on demand — there's a wait between runs, and it isn't fixed: it shrinks with your Fence reputation (Scav karma) and with the Hideout's Intelligence Center, and stretches back out if your karma drops. Karma also decides what your Scav spawns with — better reputation tends to mean a better starting kit — so a run that goes badly for your standing can cost you more than the raid itself.
Fence reputation moves mostly through Scav-faction behavior, not through trading: surviving extracts, taking co-op extracts, and killing hostile PMCs while playing Scav all raise it, while shooting fellow Scavs tanks it hard.
PvE runs the same loot rule, but on a separate character. Since the 1.0 launch, PvP characters reset on a seasonal cycle, while PvE progress — including anything your Scav brings home — stays on its own persistent profile that isn't force-wiped; PvE only asks for a reset if you choose to chase the optional endgame questline or opt into the voluntary Prestige system. Loot, stash and Fence standing never cross between the two modes.
