
Mitigation, explained: why you keep dying with "good" armor
Since update 2.0, armor comes from cyberware and only softens some hits — Mitigation Chance and Mitigation Strength decide the rest, and they roll on every attack, not just bullets.

High armor doesn't mean you're safe in Cyberpunk 2077 because armor only blunts some damage, some of the time — everything else your build survives comes from Mitigation Chance and Mitigation Strength, a separate roll that fires on every hit, not just gunfire, and stacks on top of (or instead of) whatever armor already reduced.
Where armor actually lives now
Since update 2.0, armor stopped being a wardrobe stat. It's tied to the cyberware installed in your Skeleton and Integumentary System (skin) slots — pieces like Subdermal Armor or an Epimorphic Skeleton — and it scales with how much Cyberware Capacity you've spent on defense, not with what jacket you're wearing. Clothing is now mostly cosmetic: a handful of items (ballistic vests, some helmets, Netrunner gear) keep small practical bonuses, but the days of stacking three armored jackets for a big number are over.
Armor reduction has real limits, too: it only applies to ranged weapons, and its effectiveness is capped and scales down relative to your level. Melee attacks, damage-over-time status effects, and quickhacks ignore armor completely — which is exactly the gap Mitigation is built to cover.
Mitigation Chance and Mitigation Strength
Mitigation is calculated after armor and any other damage reduction has already been applied, and it works against every source of damage — melee, quickhacks, explosions, gunfire. It runs on two separate numbers:
- Mitigation Chance — the odds, rolled individually on each hit, that mitigation triggers at all. Every character starts with a low baseline (commonly cited around 10%) and can push it up through perks and cyberware, up to a 100% cap.
- Mitigation Strength — how much damage gets cut when mitigation triggers. The baseline for every character is 50% reduction on a mitigated hit, and it climbs from there through the skill tree (some perks tie it to specific actions, like bonus Mitigation Strength while airborne).
The two multiply together, not add: at the default 10% chance and 50% strength, you take the full hit 90% of the time and half damage the other 10%. Push chance up and you mitigate more often; push strength up and each mitigated hit hurts less — a build leaning on Dash- or Air Dash-triggered perks is chasing chance procs on demand rather than a flat passive buff.
Why "high armor" still gets you killed
Put the two systems side by side and the failure mode is obvious:

A character stacked purely on armor is fully exposed to a melee-heavy gang or a netrunner's quickhacks, because armor never touches those numbers. Mitigation is the only stat that covers all of it, but it's probabilistic — a bad run of rolls means you eat several full-damage hits in a row even with solid Mitigation Chance, which is the "I have good stats and still died" moment most builds run into.
Status resistance is a third, separate system
Damage types in Cyberpunk 2077 — Chemical, Electrical, Thermal, Physical — can apply status effects: Poison, Shock, Burn, Bleed. These are damage-over-time ticks that sit outside both armor and Mitigation, and they're softened by their own resistance stats rather than by Mitigation Strength. Resistance is a percentage reduction against its matching status; some late-game cyberware and mods (Integumentary pieces against Burn and Bleed, the Panacea mod against Shock and Poison, for example) go further and grant outright immunity rather than a partial discount. Because armor ignores status damage and Mitigation only rolls per-hit, a build that's tanky against bullets can still burn or bleed to death unless it covers resistance separately.
What actually changed with 2.0
Before the update, defense was mostly a clothing problem: swap in the jacket with the biggest armor number and stack mod slots on top of it. Update 2.0 moved that stat onto cyberware, stripped clothing of armor values and mod slots (bar a few thematic exceptions), and kept Mitigation running underneath as the layer that catches what armor can't touch. The net effect is that gearing up now means two separate decisions — which cyberware carries your armor, and which perks or cyberware raise Mitigation Chance and Strength — instead of one wardrobe choice.
